One of these argued that Berne is violated only when "all agreement estate form purchase real relief" is denied to the owner.232 Another commenter argued that the owner's failure to register can be deemed a "choice" by the owner to opt into the orphan works system, the advantages of that system being very low transaction costs for licensing.
